ARTICLE I PRIME DIRECTIVES
1. NAME AND AFFILIATION: THE NAME OF THIS NOT-FOR-PROFIT CHAPTER WILL BE THE U.S.S. JOAN OF ARC AND WILL BE AFFILIATED FOR ITS ENTIRE EXISTENCE WITH STARFLEET: THE INTERNATIONAL STAR TREK FAN ASSOCIATION, INC AND WILL CONFORM TO ALL RULES AND REGULATIONS OF THE PARENT BODY. NEITHER THE CONSTITUTION NOR THE GENERAL ORDERS OF THE CHAPTER SHALL CONFLICT WITH THE STARFLEET CONSTITUTION OR ANY OTHER STARFLEET MEMBERSHIP RULES.
THE PRIME DIRECTIVE OF THE CHAPTER IS TO PROVIDE A FUN AND FRIENDLY VENUE FOR ALL PERSONS INTERESTED IN STAR TREK AND ANY OF THE OTHER INTERESTS PURSUED BY THE CHAPTER IN ORDER TO BUILD FRIENDSHIPS THROUGH SHARED ACTIVITIES AND COMMUNITY SERVICE.
2. PURPOSE:
A. ENCOURAGE ALL ENJOYABLE, LEGAL, AND REASONABLE ACTIVITIES AND EFFORTS BY ITS MEMBERSHIP IN CONNECTION WITH STARFLEET AND ITS PHILOSOPHY.
B. ESTABLISH AND MAINTAIN A FRIENDLY, FAMILY-LIKE ATMOSPHERE AMONG ITS MEMBERSHIP AND THOSE AFFILIATED WITH STARFLEET.
C. HOLD OPEN MEETINGS IN PUBLICLY ACCESSIBLE AREAS IN ORDER TO PROVIDE A PLACE WHERE THE CHAPTER MAY MEET AND EXCHANGE IDEAS.
D. ATTEND STARFLEET FUNCTIONS AND SUPPORT THEM WHENEVER POSSIBLE.
E. PROVIDE A VARIETY OF ACTIVITIES FOR THE CHAPTER TO PROMOTE THE MANY DIFFERENT INTERESTS OF THE MEMBERSHIP.
3. STRUCTURE: OUR SENIOR OFFICERS ARE RESPONSIBLE PRIMARILY TO THE CHAPTER, BUT ALSO TO THE COMMANDING OFFICER.

ARTICLE II AMENDMENT PROCEDURE

THE CONSTITUTION AND/OR BY-LAWS MAY BE AMENDED BY A TWO-THIRDS MAJORITY OF ACTIVE MEMBERS, WHO HAVE BEEN ACTIVE FOR NO LESS THAN THREE MONTHS AND DO NOT CHOOSE TO ABSTAIN, WITH ONE MONTH'S NOTICE PRIOR TO VOTING. THE VOTES REQUIRED WILL BE ROUNDED TO THE NEAREST WHOLE NUMBER. (I.E. IF 13.49, THEN 13 VOTES ARE REQUIRED, IF 13.50, THEN 14 VOTES ARE REQUIRED)

2. TYPES OF MEMBERSHIPS: THERE ARE THREE TYPES OF MEMBERSHIPS: ACTIVE, RESERVE, AND HONORARY. THESE MEMBERS RETAIN ONLY THE RIGHTS SPECIFICALLY GRANTED TO THEM IN THE FOLLOWING SECTIONS:
A. ACTIVE MEMBERS:
THOSE WHO HAVE PAID LOCAL DUES TO THE JOAN OF ARC IN ADDITION TO THEIR REQUIRED STARFLEET MEMBERSHIP AND ARE AT LEAST 15 YEARS OF AGE. THE AGE REQUIREMENT CAN BE OVERRIDDEN BY THE CO ON A CASE-BY-CASE BASIS. THEY ARE ADDED TO THE CHAPTER ROSTER. THEY HAVE THE RIGHT TO SEEK OFFICE WITHIN THE SHIP AND THEY RETAIN CHAPTER VOTING RIGHTS. THEY ARE ENTITLED ACCESS TO THE CURRENT CONSTITUTION AND BY-LAWS GOVERNING THE CHAPTER. THEY ARE PERMITTED TO PARTICIPATE IN SHIP'S EVENTS AND ACTIVITIES AND THEY ARE ALLOWED THE USE OF CHAPTER PURCHASED ITEMS (e.g., BADGES, ETC.).. THEY ARE ALLOWED TO BE A MEMBER OF AND PARTICIPATE IN ANY ONLINE GROUPS. THEY ARE ENTITLED TO HARD COPIES OF ANY AWARDS OR PROMOTIONS RECEIVED. IF APPLICABLE, THEY WILL RECEIVE THE CHAPTER NEWSLETTER.
B. RESERVE MEMBERS:
THOSE MEMBERS WHO HAVE JOINED STARFLEET, BUT, FOR WHATEVER REASON, HAVE NOT PAID LOCAL DUES. THEY ARE ADDED TO THE CHAPTER ROSTER. THEY ARE PERMITTED TO PARTICIPATE IN SHIP'S EVENTS AND ACTIVITIES. THEY ARE ALLOWED TO BE A MEMBER OF AND PARTICIPATE IN ANY ONLINE GROUPS. IF APPLICABLE AND THEY SHOULD WISH TO RECEIVE IT, A NEWSLETTER SUBSCRIPTION MAY BE PURCHASED SEPARATELY AT A YEARLY RATE SET BY THE CHIEF OF SECURITY.
C. HONORARY MEMBERS:
THOSE WHO PAY NO DUES AND THIS MEMBERSHIP MAY BE GRANTED SPARINGLY AT THE PREROGATIVE OF THE COMMANDING OFFICER, ON THE RECOMMENDATION OF ANY CREW MEMBER, TO ANYONE DEEMED FIT. THESE MEMBERS ARE CONSIDERED "PASSENGERS" AND SHALL NOT BE LISTED ON THE CHAPTER ROSTER. THEY ARE PERMITTED TO PARTICIPATE IN SHIPS MEETINGS. AN HONORARY MEMBERSHIP IS USUALLY AWARDED FOR A PERIOD OF ONE YEAR, BUT THIS CAN BE EXTENDED UPON APPROVAL BY A SIMPLE MAJORITY VOTE OF THE SENIOR OFFICERS.
3. LOCAL DUES: LOCAL MEMBERSHIP DUES ARE COLLECTED DURING THE MONTH OF FEBRUARY. MEMBERS WHO JOIN THE SHIP DURING THE COURSE OF THE YEAR AND WISH TO BECOME ACTIVE MEMBERS WILL HAVE THEIR LOCAL DUES PRO-RATED AT THE DISCRETION OF THE CO. LOCAL DUES DO NOT INCLUDE ANNUAL MEMBERSHIP TO STARFLEET.
4. DELINQUENCY: ANY MEMBER WHO HAS NOT PAID LOCAL DUES BY THE END OF FEBRUARY SHALL BE CONSIDERED DELINQUENT. THEY MAY THEN BE LISTED AS A RESERVE MEMBER, RELIEVED OF ANY CURRENT CHAPTER POSITIONS, BE BANNED FROM THE USE OF CHAPTER PURCHASED ITEMS (e.g., BADGES, ETC.) OR HAVE THEIR DEADLINE EXTENDED AT THE DISCRETION OF THE CO.

THE CAPTAIN, OR COMMANDING OFFICER, IS THE CHAPTER PRESIDENT AND IS LEGALLY ACCOUNTABLE FOR ALL ASSETS AND DEBTS OF THE SHIP AND SHALL BE THE ONLY ONE ABLE TO SIGN CONTRACTS ON THE CHAPTER'S BEHALF. THE CO IS ALSO RESPONSIBLE FOR THE COORDINATION OF AND SEEKING OUT VOLUNTEERS FOR THE VARIOUS ASPECTS OF THE CHAPTER'S ACTIVITIES. THE CO MUST APPROVE ALL AWARDS ISSUED BY THE CHAPTER AND MUST ALSO APPROVE ALL SENIOR OFFICER APPOINTMENTS.
THE CAPTAIN, OR COMMANDING OFFICER, IS THE CHAPTER PRESIDENT AND IS LEGALLY ACCOUNTABLE FOR ALL ASSETS AND DEBTS OF THE SHIP AND SHALL BE THE ONLY ONE ABLE TO SIGN CONTRACTS ON THE CHAPTER'S BEHALF. 1. AN OFFICER IS ANY CREW MEMBER WHO HAS PASSED THE STARFLEET ACADEMY OFFICERS TRAINING SCHOOL. SENIOR OFFICERS/DEPARTMENT HEADS ARE REQUIRED TO PASS OTS.
2. BOTH THE COMMANDING OFFICER AND EXECUTIVE OFFICER, IN ADDITION TO OTS, ARE REQUIRED TO PASS THE OFFICER COMMAND COLLEGE COURSE. IN ADDITION, THE OCC COURSE IS REQUIRED FOR ANY OFFICER TO ATTAIN THE RANK OF COMMANDER/LIEUTENANT COLONEL OR ABOVE.

1. PROCEDURE: IT IS THE DUTY OF THE EXECUTIVE OFFICER TO TRACK PROMOTION POINTS AND REPORT TO THE COMMANDING OFFICER EACH MONTH REGARDING THOSE MEMBER(S) THAT MEET THE CRITERIA FOR PROMOTION.
2. OFFICER RANKS: PROMOTION TO THE RANK OF ENSIGN REQUIRES PASSING THE STARFLEET INTERNATIONAL OTS COURSE. PROMOTION TO THE GRADE OF COMMANDER REQUIRES COMPLETION OF OFFICERS COMMAND COLLEGE (OCC) AND THE REQUIRED POINTS. PROMOTIONS TO THE RANK OF CAPTAIN AND ABOVE REQUIREMENTS ARE SET BY STARFLEET INTERNATIONAL.

ARTICLE VIII DISCIPLINARY ACTION
1. ILLEGAL INFRACTIONS: ANY INFRACTION INVOLVING CRIMINAL ACTIVITY REQUIRES THAT THE PROPER AUTHORITIES BE CONTACTED AND THE FULL COOPERATION OF THIS CHAPTER AND HER CREW SHALL BE GIVEN IN ACCORDANCE WITH ANY AND ALL APPLICABLE LAWS.
2. NON-ILLEGAL INFRACTIONS: ANY INFRACTION NOT INVOLVING CRIMINAL ACTIVITY WILL REQUIRE TWO-THIRDS MAJORITY SIMILAR TO THE PROCEDURE LISTED IN ARTICLE II AND WILL BE CARRIED OUT BY THE CO OR THE MOST SENIOR OFFICER NOT DIRECTLY INVOLVED OR, IF NECESSARY, AN ARBITRATOR CAN FULFILL THE ROLES AS DESCRIBED BELOW:
A. FIRST INFRACTION/VERBAL WARNING:
THIS INFRACTION, OR PATTERN OF BEHAVIOR, WILL BE VOTED ON AND CRAFTED AT A SENIOR STAFF MEETING.
B. SECOND INFRACTION/WRITTEN WARNING:
THIS INFRACTION, OR PATTERN OF BEHAVIOR, MUST BE PRECEDED BY A VERBAL WARNING FOR THE SAME INFRACTION, BE VOTED ON AT THE MOST FEASIBLE CHAPTER MEETING BY ACTIVE MEMBERS NOT INVOLVED, BE CRAFTED BY THE SENIOR STAFF, AND IT MUST DICTATE THE PENALTY FOR A THIRD INFRACTION.
C. THIRD INFRACTION:
THIS INFRACTION, OR PATTERN OF BEHAVIOR, MUST BE PRECEDED BY A VERBAL AND WRITTEN WARNING FOR THE SAME INFRACTION, BE VOTED ON AT THE MOST FEASIBLE CHAPTER MEETING BY ACTIVE MEMBERS NOT INVOLVED, AND BE CRAFTED BY THE SENIOR STAFF.
1. ILLEGAL INFRACTIONS: ANY INFRACTION INVOLVING CRIMINAL ACTIVITY REQUIRES THAT THE PROPER AUTHORITIES BE CONTACTED AND THE FULL COOPERATION OF THIS CHAPTER AND HER CREW SHALL BE GIVEN IN ACCORDANCE WITH ANY AND ALL APPLICABLE LAWS.
2. NON-ILLEGAL INFRACTIONS: ANY INFRACTION NOT INVOLVING CRIMINAL ACTIVITY WILL REQUIRE TWO-THIRDS MAJORITY SIMILAR TO THE PROCEDURE LISTED IN ARTICLE II AND WILL BE CARRIED OUT BY THE CO OR THE MOST SENIOR OFFICER NOT DIRECTLY INVOLVED OR, IF NECESSARY, AN ARBITRATOR CAN FULFILL THE ROLES AS DESCRIBED BELOW:
A. FIRST INFRACTION/VERBAL WARNING:
THIS INFRACTION, OR PATTERN OF BEHAVIOR, WILL BE VOTED ON AND CRAFTED AT A SENIOR STAFF MEETING.
B. SECOND INFRACTION/WRITTEN WARNING:
THIS INFRACTION, OR PATTERN OF BEHAVIOR, MUST BE PRECEDED BY A VERBAL WARNING FOR THE SAME INFRACTION, BE VOTED ON AT THE MOST FEASIBLE CHAPTER MEETING BY ACTIVE MEMBERS NOT INVOLVED, BE CRAFTED BY THE SENIOR STAFF, AND IT MUST DICTATE THE PENALTY FOR A THIRD INFRACTION.
C. THIRD INFRACTION:
THIS INFRACTION, OR PATTERN OF BEHAVIOR, MUST BE PRECEDED BY A VERBAL AND WRITTEN WARNING FOR THE SAME INFRACTION, BE VOTED ON AT THE MOST FEASIBLE CHAPTER MEETING BY ACTIVE MEMBERS NOT INVOLVED, AND BE CRAFTED BY THE SENIOR STAFF.
ARTICLE IX CHAPTER ASSETS
1. CHAPTER RECORDS: THE SENIOR STAFF WILL ENSURE THAT NO NON-MEMBER WILL BE ALLOWED TO OBTAIN PERSONAL INFORMATION (I.E. EMAIL ADDRESS, OCCUPATION, ETC.) OF CHAPTER MEMBERS WITHOUT PERMISSION, PREFERABLY IN WRITING. NOR MAY ANY NON-MEMBER USE THE CHAPTER'S NAME, INFORMATION, OR LOGO WITHOUT COMMANDING OFFICER APPROVAL. INFORMATION SUCH AS NAMES, PERSONA INFORMATION, RANK, AND SIMILAR SURFACE LEVEL INFORMATION WILL BE CONSIDERED PUBLIC KNOWLEDGE UNLESS THAT PERSON REQUESTS THAT IT BE WITHHELD.
2. DISSOLUTION: IN THE EVENT THAT THE CHAPTER DECIDES TO DISBAND, ALL ELECTRONIC AND HARD COPY CHAPTER DATA WILL BE DESTROYED AND ALL PROPERTY OF THE CHAPTER WILL BE SOLD AT AUCTION WITH THE PROCEEDS GOING INTO THE CHAPTER'S TREASURY. AFTER ALL THE CHAPTER'S DEBTS HAVE BEEN PAID, ANY REMAINING FUNDS WILL BE DONATED TO A CHARITY TO BE DETERMINED BY CHAPTER VOTE.
